Subject:- Pension Fund Regulatory and Development Authority (Operationalisation of Unified Pension Scheme under National Pension System) (Amendment) Regulations, 2026.

A copy of regulations made by Pension Fund Regulatory and Development Authority (PFRDA)’s Gazette Notification No. PFRDA-16/07/0001/2025-SUP-CG dated 23.12.2025 to amend the Pension Fund Regulatory and Development Authority (Operationalisation of Unified Pension Scheme under National Pension System) Regulations, 2025, is enclosed herewith for information and compliance.

2. The Pension Fund Regulatory and Development Authority (Operationalisation of Unified Pension Scheme under National Pension System) Regulations, 2025 and PFRDA (Exit and Withdrawal under the National Pension System), 2015 mentioned in the enclosed Gazette Notification were circulated on Railways vide the Board’s Letter No. F(E)IN/2025/UPS/1 dated 28.03.2025 and Letter No. 2016/F(E)III/1/1)/3 dated 27.05.2016 respectively.

3. The Fundamental Rule 56, Central Civil Services (Pension) Rules, 2021, Central Civil Services (Implementation of NPS) Rules, 2021 and Central Civil Services (Extraordinary Pension) Rules, 2023 mentioned in the said gazette notification correspond to Chapter-18 of Indian Railway Establishment Code Vol. II (1987-edition), Railway Services (Pension) Rules, 2026, Railway Services (Implementation of National Pension System) Rules, 2025 and Railway Services (Extraordinary Pension) Rules, 1993 respectively.

पेंशन फंड विनियामक एवं विकास प्राधिकरण (PFRDA) द्वारा जारी राजपत्र अधिसूचना संख्या PFRDA-16/07/0001/2025-SUP-CG दिनांक 23.12.2025 की प्रति संलग्न है। उक्त अधिसूचना के माध्यम से पेंशन फंड विनियामक एवं विकास प्राधिकरण (राष्ट्रीय पेंशन प्रणाली के अंतर्गत एकीकृत पेंशन योजना का क्रियान्वयन) विनियम, 2025 में संशोधन किया गया है। इसे जानकारी एवं अनुपालन हेतु प्रेषित किया जा रहा है।

2. पेंशन फंड विनियामक एवं विकास प्राधिकरण (राष्ट्रीय पेंशन प्रणाली के अंतर्गत एकीकृत पेंशन योजना का क्रियान्वयन) विनियम, 2025 तथा PFRDA (राष्ट्रीय पेंशन प्रणाली के अंतर्गत निकास एवं आहरण) विनियम, 2015 का उल्लेख संलग्न राजपत्र अधिसूचना में किया गया है। ये विनियम रेलवे को बोर्ड के पत्र संख्या F(E)IN/2025/UPS/1 दिनांक 28.03.2025 तथा पत्र संख्या 2016/F(E)III/1/1)/3 दिनांक 27.05.2016 के माध्यम से पहले ही प्रेषित किए जा चुके हैं।

3. संलग्न अधिसूचना में उल्लिखित मूलभूत नियम 56, केंद्रीय सिविल सेवा (पेंशन) नियम, 2021, केंद्रीय सिविल सेवा (एनपीएस का क्रियान्वयन) नियम, 2021 तथा केंद्रीय सिविल सेवा (असाधारण पेंशन) नियम, 2023 भारतीय रेलवे स्थापना संहिता खंड-II (1987 संस्करण) के अध्याय-18, रेलवे सेवा (पेंशन) नियम, 2026, रेलवे सेवा (राष्ट्रीय पेंशन प्रणाली का क्रियान्वयन) नियम, 2025 तथा रेलवे सेवा (असाधारण पेंशन) नियम, 1993 के अनुरूप हैं।
