विषय: सीजीएचएस इकाइयों/वेलनेस केन्द्रों एवं अतिरिक्त निदेशकों के कार्यालयों हेतु स्थायी अग्रिम (इम्प्रेस्ट मनी) में वृद्धि

अधोहस्ताक्षरी को यह सूचित करने का निर्देश दिया जाता है कि सक्षम प्राधिकारी ने सीजीएचएस इकाइयों/वेलनेस केन्द्रों/आयुष वेलनेस केन्द्रों, क्षेत्रीय कार्यालयों एवं अतिरिक्त निदेशकों के कार्यालयों में आकस्मिक व्यय (दोनों आवर्ती एवं अनावर्ती) की पूर्ति हेतु स्थायी अग्रिम (इम्प्रेस्ट मनी) बढ़ाने की स्वीकृति प्रदान की है, ताकि दैनिक आकस्मिक एवं आपात व्यय की पूर्ति हो सके और सीजीएचएस इकाइयों का सुचारु संचालन सुनिश्चित किया जा सके।

2. संशोधित स्थायी अग्रिम की सीमा निम्नानुसार होगी:

सीजीएचएस इकाई/पॉलीक्लिनिक/प्रयोगशाला/वेलनेस केन्द्र (एलोपैथिक एवं आयुष)/क्षेत्रीय कार्यालय/अस्पताल	₹10,000	₹25,000
अतिरिक्त निदेशक, सीजीएचएस का कार्यालय	₹20,000	₹1,00,000

3. स्थायी अग्रिम का अनुमोदन, संचालन एवं विनियमन सामान्य वित्तीय नियम (GFR), 2017 के नियम 322, सिविल अकाउंट्स मैनुअल, 2024 के पैरा 10.12.2 तथा समय-समय पर जारी निर्देशों के अनुसार किया जाएगा। वार्षिक रूप से इम्प्रेस्ट मनी पर कोई उच्चतम सीमा लागू नहीं होगी। इम्प्रेस्ट मनी हेतु संकेतात्मक दिशा-निर्देश परिशिष्ट-1 में संलग्न हैं।

4. यह आदेश संयुक्त वित्त प्रभाग (IFD) की सहमति से जारी किया गया है, CD संख्या 2959 दिनांक 12.01.2026 के अनुसार।

5. सभी अतिरिक्त निदेशक, सीजीएचएस, सीजीएचएस वेलनेस केन्द्रों के प्रभारी अधिकारी, सीजीएचएस इकाइयाँ एवं क्षेत्रीय इकाइयों को अनुरोध है कि आवश्यक कार्रवाई करें।

OFFICE MEMORANDUM

Subject: Enhancement of Permanent Advance (Imprest Money) in respect of CGHS Units/Wellness Centers and Offices of Additional Directors, CGHS

The undersigned is directed to convey the approval of the competent authority for enhancement of Permanent Advance (Imprest Money) to meet the contingent expenditure ( both recurring and non-recurring) in respect of CGHS Units/Wellness Centre's/AYUSH Wellness Centers, Field Offices and Offices of Additional Directors, CGHS, to meet routine day-to-day contingent and emergent expenditure and to ensure smooth functioning of CGHS units.

2. Accordingly, the revised limits of Permanent Advance shall be as under:

3. The Permanent Advance shall be sanctioned, operated and regulated in accordance with Rule 322 of the General Financial Rules (GFR), 2017, Para 10.12.2 of the Civil Accounts Manual, 2024, and extant instructions issued from time to time. There shall be no upper limit on the Imprest Money per annum. Indicative guidelines for imprest Money are annexed (Annexure 1)

4. This issues with the concurrence of the Integrated Finance Division (IFD) vide CD No. 2959 dated 12.01.2026.

5. All Additional Directors, CGHS, Officer-in-Charge of CGHS Wellness Centres, CGHS Units and Field units are requested to take necessary action accordingly.
