Allowing Ex-Journalist Prashant Rahi, serving life sentence on the charge of being a Maoist, to be examined by a gastroenterologist, the Nagpur bench of Bombay HC has observed that “even a convict is entitled to best of the medical treatment”. Rahi (63), who was convicted in 2017 under the Unlawful Activities (Prevention) Act in a case in Maharashtra involving Delhi University professor Sai Baba, is lodged in Amravati central jail. Allegedly a member of the banned CPI (Maoist), he was arrested in 2013 & charged under UAPA. He was the Uttarakhand correspondent of a Delhi-based English daily. For example, apart from CGHS, there are Ex-Servicemen Contributory Health Scheme (ECHS) and Railways Employees Liberalized Health Scheme (RELHS) which cover ex-servicemen and Railway employees/pensioners, respectively. Although the patterns in these schemes vary, a combined entity of CGHS, ECHS- RELHS would result in a very strong network of health facilities for the Central Government employees across the length and breadth of the country. Sub: Providing option of choosing CGHS Medical Card to officials retiring from Zonal Railway/PUS/ other field units. Presently, the Railway officials retiring from Zonal Railways /PUs and other field units have options of availing Railway medical facilities under RELHS only, whereas the officials posted in Railway Board and retiring from there are allowed to opt for CGHS medical card and avail CGHS medical facilities along with RELHS. The Railway Medical Card does not provide the level of convenience and facilities as the CGHS Card provides.
