 Why Central Govt. Talks only about CGHS, ECHS 

CGHS covers M Ps & ex MPS, S C & H C  Judges (sitting & retired ), Accredited Journalists, Ex- Governors & Ex- V P India, etc. i.e. superior lives? Is why medical care nt at par in RELHS? All lives are equal just a saying?
