“CONSTITUTION OF 8TH CENTRAL PAY COMMISSION”

212. SHRI ANAND BHADAURIA:

Will the Minister of Finance be pleased to state

a) whether the Government has issued notification for constitution of 8th Central Pay Commission recently;

b) if so, the details thereof;

c) whether the Government proposes to merge the existing DA/DR with basic pay as an immediate relief measure for Central Government employees/pensioners who are facing unprecedented inflation during the last 30 years since DA,/DR given to these employees is not in consonance with the real time retail inflation;

d) if so, the details thereof; and

e) if not, the reasons therefor?

(a)    to (b) Yes sir, Government has notified Resolution dated 03,11.2025 for constitution of the Eighth Central Pay Commission. A copy of the Notification is enclosed at Annexure-1.

(b)   (c) to (e) No proposal regarding merger of the existing Dearness Allowance with the Basic Pay is under consideration with the Government at present. In order to adjust the cost of living and to protect Basic Pay/Pension from erosion in real value on account of inflation, the rates of DA,/DR are revised periodically every 6 months on the basis of All India Consumer Price Index for Industrial Workers (AICPI-IW) released by Labour Bureau, Ministry of Labour and Employment.

आठवें केंद्रीय वेतन आयोग का गठन

212. श्री आनंद भदौरिया:

क्या वित्त मंत्री यह बताने की कृपा करेंगे किः

(क) क्या सरकार ने हाल ही में आठवें केन्द्रीय वेतन आयोग के गठन के लिए अधिसूचना जारी की है;

(ख) यदि हां, तो इसका ब्योरा क्‍या है;

(ग) क्या सरकार उन सरकारी कर्मचारियों/पेंशनर्स को तुरंत राहत प्रदान करने के लिए मौजूदा डीए/डीआर को मूल वेतन में मिलाने का विचार रखती है जो पिछले 30 सालों से बहुत ज्यादा महंगाई का सामना कर रहे हैं, क्योंकि इन कर्मचारियों को दिया गया डीए/डीआर वास्तविक समय खुदरा महंगाई के हिसाब से नहीं है;

(घ) यदि हां, तो इसका ब्यौरा क्‍या है; और

(ड.) यदि नहीं, तो इसके क्या कारण हैं?

(क) और (ख): जी हां, सरकार ने आठवें केन्द्रीय वेतन आयोग के गठन के लिए दिनांक 03.11.2025 के संकल्प को अधिसूचित कर दिया है। अधिसूचना की प्रति अनुबंध-1 में संलग्‍न है।

सरकारी नौकरी अलर्ट

(ग) से (ड.): वर्तमान में मूल वेतन पर मौजूदा महंगाई भत्ते के विलय के संबंध में सरकार के पास कोई भी प्रस्ताव विचाराधीन नहीं है। जीवन निर्वाह की लागत के समायोजन तथा मुद्रास्फीति के कारण वास्तविक मूल्य में गिरावट से मूल वेतन/पेंशन को सुरक्षित रखने हेतु महंगाई भत्ते/महंगाई राहत को श्रम ब्यूरो, श्रम एवं रोजगार मंत्रालय द्वारा औदयोगिक श्रमिकों (एआईसीपीआई-आईडब्ल्यू) के लिए अखिल भारतीय उपभोक्ता मूल्य सूचकांक के आधार पर प्रत्येक 6 माह में समय-समय पर संशोधित किया जाता है।
