Respected Sir,

Greetings from Bharat Pensioners Samaj (BPS), the oldest and largest national federation of pensioners recognized by the Government of India, Department of Pension & Pensioners’ Welfare.

We write to extend our heartfelt appreciation for the exemplary initiative taken by Dr. Asha Rani, Chief Medical Superintendent (CMS), Delhi Division, who convened a highly impactful coordination meeting on 18th June 2025 with representatives of empanelled hospitals and pensioners. This initiative set a commendable precedent by fostering direct and constructive dialogue between hospitals and the Railway Medical Department, addressing several key issues affecting elderly railway beneficiaries.

Some of the critical issues raised during the meeting included:

  • Denial of treatment despite valid UMID cards, based on divisional registration

  • Unnecessary demand for PPO/Aadhaar documents

  • Poor implementation of healthcare provisions for senior citizens aged 70+

  • Admission refusals due to billing or alleged lack of beds

  • Absence of clear display of hospital coordinator contacts and ward-wise bed availability

This meeting showcased the tangible benefits of inclusive dialogue and localized corrective action in strengthening healthcare access for senior citizens.

Appeal for Nationwide Adoption

Given the proven success of this model, we humbly appeal to your good offices to consider issuing directives to all CMSs and Medical Directors (MDs) of Zonal Railway Hospitals to organize similar periodic coordination meetings. These meetings should include empanelled hospital representatives and recognized pensioners’ associations as listed by DoP&PW.

Such institutionalized interactions will:

  • Enhance grievance redressal mechanisms at the grassroots

  • Ensure compliance with Railway Board instructions

  • Promote dignified, transparent, and patient-centric healthcare delivery
