Strengthening CPENGRAMS

To Strengthen CPENGRAMS: (1) Empower appellant authority to reward or penalize officers dealing with grievances based on performance (2)Appellant authority/Nodal officer should be independent of the department which has originally dealt with the grievance. (3) In no case grievance for redress be sent to the officer against whom the aggrieved has lodged the grievance. It should be sent to a higher authority, who if consider necessary may ask for the remarks of the concerned officer/official/staff. Analise the remarks and ask for clarification from the aggrieved if required before giving a decision. (4) Grievance should not be closed without consideration of feedback from the aggrieved.
