FINANCIAL IRREGULARITIES IN CENTRAL HEALTH SCHEMES

175 # SHRI BRIJLAL:

(a) whether Government has received any information about financial irregularities in various Central Health Schemes in the country and if so, the details thereof;

(b) whether Government is contemplating the use of Artificial Intelligence to detect and prevent malpractices in the Central Health Schemes and if so, the way this technology would prove to be helpful in preventing financial irregularities in Central Health Schemes; and

(c) whether Government has conducted surprise raids in various hospitals on receiving complaints related to irregularities and if so, the details thereof along with the action taken against the employees who have been found guilty?

STATEMENT REFERRED TO IN REPLY TO RAJYA SABHA STARRED QUESTION NO. 175* FOR 2nd AUGUST, 2022

(a) Information received relating to financial irregularities in various Central Health Schemes are examined as per government rules and appropriate action is taken.

(b) In line with the recommendation of NITI Ayog, Government has recently designated All India Institute of Medical Sciences (AIIMS), New Delhi as the Centre of Excellence (CoE) for Artificial Intelligence (AI) in healthcare to explore utilisation of AI in health schemes facilitating policy decision. Artificial Intelligence (AI) tools can Support monitoring of physical and financial aspects of programmes, effective disease management, identifying early warning signals as part of surveillance, development of Clinical Decision Support System (CDSS) supporting practitioners in providing quality care etc.

Further, National Health Authority (NHA) which implements Ayushman Bharat Pradhan Mantri — Jan Arogya Yojna (ABPM — JAY) has setup a National Anti-Fraud Unit (NAFU) with the primary responsibility for prevention, detection and deterrence of fraud and abuse under ABPM-JAY. National Health Authority has been using AI technologies to detect suspicious transactions / potential frauds in AB PM — JAY.

(c) A joint surprise check was conducted by CBI in AIIMS, Rishikesh to verify inter alia the allegations related to the violation of tendering process, cartel formation to bag tender etc. in the matter of award of contract at AITMS, Rishikesh.

क्या स्वास्थ्य और परिवार कल्याण मंत्री यह बताने की कृपा करेंगे किः

(क) क्‍या सरकार को देश में विभिन्‍न केंद्रीय स्वास्थ्य योजनाओं में वित्तीय अनियमितताओं के बारे में कोई सूचना प्राप्त हुई है और यदि हाँ, तो तत्संबंधी ब्यौरा क्या है;

(ख) क्‍या सरकार केंद्रीय स्वास्थ्य योजनाओं में कदाचार का पता लगाने और इसे रोकने के लिए कृत्रिम बुद्धिमता (आर्टिफिशियल इंटेलीजेंस) का उपयोग करने पर विचार कर रही है और यदि हाँ, तो यह तकनीक केंद्रीय स्वास्थ्य योजनाओं में वित्तीय अनियमितताओं को रोकने में किस प्रकार सहायक सिद्ध होगी; और

(ग) क्‍या सरकार ने अनियमितताओं से संबंधित शिकायतें प्राप्त होने पर विभिन्‍न अस्पतालों में औचक छापेमारी की है और यदि हाँ, तो तत्संबंधी ब्यौरा क्या है और दोषी पाए गए कर्मचारियों के खिलाफ क्‍या कार्रवाई की गई है?

(क): विभिन्न केंद्रीय स्वास्थ्य स्कीमों में वित्तीय अनियमितताओं के बारे में मिली सूचना की जांच सरकारी नियमों के अनुसार की जाती है और इन पर उपयुक्त कार्रवाई की जाती है।

(ख): नीति आयोग की सिफारिशों के अनुरूप, सरकार ने हाल ही में अखिल भारतीय आय.ुर्विज्ञान संस्थान (एम्स), नई दिल्‍ली को स्वास्थ्य परिचर्या में आर्टिफिशियल इंटेलिजेंस (एआई) के लिए उत्कृष्टता केंद्र के रूप में नामोद्दिष्ट किया है ताकि स्वास्थ्य स्कीमों में आर्टिफिशियल इंटेलिजेंस के उपयोग की संभावनाएं तलाशी जा सकें और नीतिगत निर्णय लेने में सहायता मिल सके। आर्टिफिशियल इंटेलिजेंस के साधनों से कार्यक्रमों के भौतिक और वित्तीय पहलुओं की निगरानी, कारगर रोग प्रबंधन, सर्विलांस के भाग के रूप में चेतावनी संकेतों की शीघ्र पहचान करने, चिकित्सकों को गुणवत्तापरक स्वास्थ्य परिचर्या प्रदान करने में मददगार क्लीनिकल निर्णय सहायक प्रणाली (सीडीएसएस) के विकास आदि में सहायता मिल सकती है।

इसके अलावा, राष्ट्रीय स्वास्थ्य प्राधिकरण (एनएचए), जो आयुष्मान भारत प्रधानमंत्री- जन आरोग्य योजना (एबीपीएम-जेएवाई) का कार्यान्वयन करता है, ने राष्ट्रीय धोखाधड़ीरोधी एकक (एनएएफयू) की स्थापना की है जिसका प्राथमिक उत्तरदायित्व एबीपीएम-जेएवाई के तहत होने वाली धोखाधड़ी और दुरुपयोग की घटनाओं की रोकथाम, इनका पता लगाना और निवारण करना है। राष्ट्रीय स्वास्थ्य प्राधिकरण एबीपीएम-जेएवाई में होने वाले संदिग्ध लेनदेनों/ संभावित धोखाधड़ियों का पता लगाने के लिए एआई प्रौद्योगिकियों का उपयोग करता रहा है।

(ग): एम्स, ऋषिकेश में संविदा सौंपने के मामले में अन्य बातों के साथ-साथ निविदा प्रक्रिया के उल्लंघन, निविदा प्राप्त करने के लिए एकाधिकार-संघ बनाने आदि से जुड़े आरोपों की छानबीन करने के लिए केंद्रीय जांच ब्यूरो द्वारा एक संयुक्त औचक जांच की गई थी।
