BSNL PENSIONERS

Will the Minister of COMMUNICATIONS be pleased to state:

(a) whether the Government is aware that the BSNL Pensioners and serving staff are being deprived from getting cashless medical treatment even for chronic diseases and monthly medical allowances in liu of out-door treatment from the year 2018 on the plea of shortage of funds allocation from BSNL;

(b) if so, the details of number of such pending medical bills due for payment and the year from which medical allowance is pending;

(c) the details of required amount for the clearance of pending bills and medical allowance as on 30.06.2022; and

(d) the details of the decision taken in this regard?

(a)&(b) BSNL Pensioners and serving staff are not deprived from getting medical treatment. However, medical bills worth Rs. 367 Crores are pending for clearance from 1st January, 2019 onwards with reference to retired employees which includes outdoor treatment, indoor treatment and medical allowance.

(c) As on 30.06.2022, Rs. 367 Crores is required for clearance of pending medical liability of retired employees, which could not be cleared due to financial stress in BSNL.

(d) BSNL is making efforts to clear the liability on availability of sufficient cash flow. Additionally, Government has decided that BSNL pensioners who had deposited CGHS contribution before switching over to the health scheme of BSNL and are desirous of switching over again to CGHS are entitled for CGHS facility as per Office Memorandum dated 06.04.2022 of Ministry of Health & Family Welfare.

क्या संचार मंत्री यह बताने की कृपा करेंगे कि:

(क) क्‍या सरकार को इस बात की जानकारी है कि बीएसएनएल को धन आवंटन की कमी की दलील पर इसके पेंशनभोगियों और सेवारत कर्मचारियों को वर्ष 2018 से पुरानी बीमारियों के लिए भी नकद रहित चिकित्सा उपचार और मासिक चिकित्सा भत्ते से वर्ष 2018 से वंचित किया जा रहा है;

(ख) यदि हां, तो भुगतान के लिए देय ऐसे लंबित चिकित्सा बिलों की संख्या का ब्यौरा क्‍या है और किस वर्ष से चिकित्सा भत्ता लंबित है;

(ग) दिनांक 30.06.2022 को लंबित बिलों और चिकित्सा भत्ते की निकासी के लिए आवश्यक राशि का ब्यौरा क्या है; और

(घ) इस संबंध में लिए गए निर्णय का ब्यौरा क्या है?

(क) और (ख) बीएसएनएल पेंशनभोगी और सेवारत कर्मचारी चिकित्सा उपचार से वंचित नहीं हैं। तथापि 1 जनवरी, 2019 से सेवानिवृत्त कर्मचारियों से संबंधित 367 करोड़ रू. के चिकित्सा बिल भुगतान के लिए लंबित है जिनमें बहिरंग उपचार, भर्ती रोगी के उपचार और चिकित्सा भत्ता शामिल हैं।

(ग) दिनांक 30.06.2022 तक सेवानिवृत्त कर्मचारियों की लंबित चिकित्सा देयता के भुगतान के लिए 367 करोड़ रू. की आवश्यकता है जिसका भुगतान बीएसएनएल में वित्तीय संकट के कारण नहीं किया जा सका।

(घ) बीएसएनएल द्वारा प्रयास किया जा रहा है कि देयताओं का भुगतान पर्याप्त नकदी उपलब्ध होने पर कर दिया जाए। इसके अलावा सरकार ने यह निर्धारित किया है कि बीएसएनएल के जिन पेंशनभोगियों ने बीएसएनएल की स्वास्थ्य स्कीम लेने से पहले सीजीएचएस राशि जमा कर दी थी और जो पुनः सीजीएचएस सुविधा लेने के इच्छुक हैं, वे स्वास्थ्य एवं परिवार कल्याण मंत्रालय के दिनांक 06.04.2022 के कार्यालय ज्ञापन के अनुसार सीजीएचएस सुविधा के लिए पात्र होंगे।
