ANNUAL VALIDATION OF ECHS MEMBERSHIP OF DEPENDENTS BY SUBMISSION OF LIFE CERTIFICATE AND ELIGIBILITY DOCUMENTS BY PRIMARY BENEFICIARIES
1. Please refer following:-

2. It is intimated that there is a change in procedure, to process unblocking of cards which are being blocked, for not able to carry out annual validation of dependents in time. The provision of three months window given to ECHS beneficiaries to carryout annual validation, vide letter mentioned at para 1 (f) is hereby withdrawn wef date of issue of this letter.
3. Henceforth for any ESM/Beneficiary, who has failed to upload documents to complete annual validation within period for which card was active, will be provided a window of one year for uploading documents and completing annual validation, however ECHS beneficiary will not be permitted to avail medical facilities, for the duration, till annual validation has been approved. ECHS card of the beneficiary will be blocked if Annual validation is not carried out by the beneficiary, even after one year from the date of expiry of last annual validation. The competent authority has approved following actions, to facilitate such beneficiaries to get their cards unblocked and annual validation approved: –
(a) Action by Primary beneficiary/ESM.
(i) Submit offline/online application along with the required self-attested documents separately, dependent wise excluding parents to OIC Polyclinic.
(ii) Re-submit the application rectifying the observations raised by OIC PC.
(b) Action by OIC Polyclinic: Scrutinize application received from Primary beneficiary/ ESM/ Dependent and approve on basis of correctness of documents. In case, of any observations in documents, OIC PC will reject application and ask beneficiary to resubmit application. OIC PC Is also authorised to seek any additional financial documents for verification.
4. It is pertinent to note that, ECHS Card of beneficiary will be activated for a duration of one year only, wef date when annual validation of respective card has been approved by OIC PC. For info and necessary action pl.
