“Review of salary/allowances/pension of Central Government employees/pensioners”

Will the Minister of Finance be pleased to state:
(a) whether it is a fact that Government is considering not to constitute 8th Central Pay Commission (CPC) to revise salaries, allowances and pension of Central Government employees and pensioners;
(b) if so, the details thereof and the reasons therefor;
(c) whether it is also a fact that 7 CPC had recommended that Government should review the salary, allowances and pension of employees and pensioners every year rather than forming a new Pay Commission after a long period of ten years; and
(d) if so, the reasons for not implementing the recommendations of 7th CPC so far?

(a) No, Sir.
(b) Does not arise.
(c) The Chairman of 7th CPC in his forwarding of the Report in Para 1.22 had recommended that the matrix may be reviewed periodically without waiting for the long period of ten years. It can be reviewed and revised on the basis of the Aykroyd formula which takes into consideration the changes prices of the commodities that constitute a common man’s basket, which the Labour Bureau at Shimla reviews periodically. It is suggested that this should be made the basis for revision of that matrix periodically without waiting for another Pay Commission.
(d) This issue has not been considered by the Union Cabinet while according the approval for the revision of pay and allowances based on 7th CPC.

क्या वित्त मंत्री यह बताने की कृपा करेंगे किः
(क) क्या यह सच है कि सरकार केंद्र सरकार के कर्मचारियों और पेंशनभोगियों के वेतन, भत्तों और पेंशन में संशोधन के लिए आठवें केंद्रीय वेतन आयोग (सीपीसी) का गठन नहीं करने पर विचार कर रही है;
(ख) यदि हां, तो तत्संबंधी ब्यौरा क्या है और इसके क्या कारण हैं;
(ग) कया यह भी सच है कि सातवें केन्द्रीय वेतन आयोग ने सिफारिश की थी कि सरकार को कर्मचारियों और पेंशनभोगियों के लिए दस साल की लंबी अवधि के बाद नया वेतन आयोग बनाने के बजाय इनके वेतन, भत्तों और पेंशन की समीक्षा प्रत्येक वर्ष करनी चाहिए; और
(घ) यदि हां, तो सातवें केन्द्रीय वेतन आयोग की सिफारिशों को अभी तक लागू नहीं करने के क्या कारण हैं?

(क) जी, नहीं।
(ख) प्रश्न नहीं उठता।
(ग) सातवें केन्द्रीय वेतन आयोग के अध्यक्ष ने अपनी रिपोर्ट अग्रेषित करते हुए पैरा 1.22 में यह सिफारिश की थी कि मेट्रिक्स को दस वर्ष की लंबी अवधि की प्रतीक्षा किए बिना आवधिक रूप से पुनरीक्षित किया जाए। इसे एक्रॉयड फार्मूला आधार पर पुनरीक्षित और संशोधित किया जा सकता है। जिसमें ऐसी उपयोगी वस्तुओं के मूल्य परिवर्तनों को विचार के लिए शामित्र किया जाता है जो सामान्य व्यक्ति की जरूरतों में शामिल होती हैं, जिनकी शिमला स्थित श्रम ब्यूरो आवधिक रूप से समीक्षा करता है। सुझाव है कि नए वेतन आयोग की प्रतीक्षा किए बिना उस मेट्रिक्स को आवधिक रूप से संशोधित करने के लिए इसे ही आधार बनाया जाना चाहिए।
(घ) सातवें केन्द्रीय वेतन आयोग के आधार पर वेतन और भत्तों के संशोधन के लिए अनुमोदन प्रदान करते समय केन्द्रीय मंत्रिमंडल द्वारा इस मुद्दे पर विचार नहीं किया गया है।

Constitution of 8th Central Pay Commission
The demand for the formation of the 7th Pay Commission was raised since 2012. Hence, it is the high time to demand the Central Government to set up the 8th Pay Commission to revise pay and allowances.

The 7th pay commission took 18 months to submit its reports
On 25 September 2013, the then Finance Minister P Chidambaram announced that Prime Minister Manmohan Singh has approved the constitution of the 7th Pay Commission.
Seventh Pay Commission, was set up on 8th February 2014. Justice Ashok Kumar mathur was the Chairman for the 7th Central pay Commission. The Commission submitted its report on 19th November 2015 and the recommendations came into effect from 1st January 2016.The order for Implementation of 7th CPC recommendation was issued on 25th July 2016
Sixth Pay Commission
The Sixth Pay Commission, headed by justice B.N. Srikrishna, was constituted on 5th October 2006. It submitted its report on 24 March 2008, but its recommendations were implemented retrospectively from 1 January 2006. Due to that delay implementation, Central Government had to pay arrears for revising the pay with effect from 1.1.2006. Lot of Clarifications were sought by Ministries and Departments in respect of Pay Revision, Pay Fixation on Promotion, Stepping up of Pay and Allowances. Anomaly committee was also formed to remove the anomalies in Pay related issues.

8th Pay Commission Dates
So, to avoid all these confusions, Central Government has to come forward to set up 8th Pay Commission well in advance to implement the Pay commission recommendation with effect from 1.1.2026 prospectively.
Usually the pay commissions in the past took more than 18 months time to submit their report. A call for constitution of 8th pay Commission will take around 8 to 10 months time to materialise. If this demand is agreed by the Government, it will take another six to 8 months for making announcement and formation of Pay Commission.
8th CPC Implementation date
As per the above assumption, total 38 months time will be taken to submit the report of 8th pay Commission. If a call on this issue is taken now, the recommendation of 8th pay Commission will come into force from 1.1.2026 without any delay. That is why we consider that this is the right time to demand for constitution of 8th Central Pay Commission
Let us hope that trade Unions and Central Government employees associations will take a call on this matter and act wisely.

8th Pay Commission: Automatic Pay Revision System (APRS) – Central Govt. is preparing to bring new formula to increase salary of the employees.
Central Govt. Employees’ Salary will be Calculated & Increased with This New Formula?
After the implementation of this new formula, the salary of the employees will increase according to their performance linked increment.
According to the sources, there won’t be an 8th Pay Commission after the 7th Pay Commission ends. The Central Government is preparing to bring a new formula to increase the salary of the employees.
The Central Government is preparing a formula for the employees and pensioners in which the salary and pension will automatically increase if the Dearness Allowance is more than 50 percent. The intention of the government behind this new formula is that it should increase the salary of the employees from time to time.
It may be named as Automatic Pay Revision system. After the implementation of this new formula, the salary of the employees will increase according to their performance linked increment. At present, the employees’ unions are not happy with this decision of the central government.
Former Finance Minister Arun Jaitley had also indicated this in July 2016. While giving a speech in Parliament, he had said that now instead of Pay Commission, one should think about the employees. Arun Jaitley wanted the salaries of middle-level employees as well as low-level employees to increase.
At the same time, Justice Mathur had indicated at the time of the recommendations of the 7th Pay Commission that they want to move the pay structure to the new formula (Aykroyd Formula). While calculating the salary using this formula, the salary is fixed keeping in mind the cost of living. The need of the hour is that employees should be given a salary in comparison to inflation.
When this happens, lower-level employees can benefit a lot. The basic salary of a central employee with level matrix 1 to 5 level can be at least 21 thousand. However, the formula for this is yet to be worked out. The Narendra Modi government is not in favour of the next pay commission.
