WELFARE SCHEMES FOR EX-SERVICEMEN AND THEIR DEPENDENTS

Will the Minister of DEFENCE be pleased to state:
(a) the details of the schemes being implementedfor the welfare of Ex-servicemen, their widows and children in the country, State/UT-wise including Maharashtra;
(b) whether the Government has any plans to setup CSD canteen for the welfare of the widows of Ex-servicemen, residential facilities for children, Ex-servicemen Contributory Health Scheme (ECHS) and Pre-recruitment training centre for the children and old age homes for Ex-servicemen in various States including Osmanabad district of Maharashtra, if so, the details thereof;
(c) whether the Government of Maharashtra hassent proposals to the Union Government in this regard, if so, the details and the status thereof;
(d) whether the proposals for transfer of land for setting up hospitals under Ex-servicemen Contributory Health Scheme (ECHS) in various districts of Maharashtra including Osmanabad are pending with the Union Government for approval, if so, the details thereof; and
(e) the details of funds allocated for the said purpose and the time by which the hospitals are likely to be constructed in such districts?

(a): The details of welfare and resettlement schemes being implemented for the welfare of Ex-servicemen, their widows and children in the country including Maharashtra by Kendriya Sainik Board and Directorate General of Resettlement respectively are placed at Annexure.
(b): The point-wise reply to the issues raised is as under:
- CSD canteen: Unit Run Canteens (URCs) are established for the welfare of Serving & Retired CSD beneficiaries by local military authorities on the basis of strength of CSD beneficiaries, financial viability and proximity to existing URCs. There are approximately 3500 URCs all over the country. Presently, no proposal for opening of new URC in Maharashtra has been received.
- Residential facilities for children: There is no plan to set up residential facilities for children of Ex-servicemen.
- New ECHS: The requirement of new polyclinics as also dependency of ESM on various polyclinics is reviewed from time to time for opening new Polyclinics or upgrading/downgrading existing polyclinics. A Total of 29 ECHS Polyclinics are functioning in the state of Maharashtra out of which one Type D Polyclinic is already functional at Osmanabad. No decision for opening of new polyclinic in Maharashtra has been taken.
- Pre recruitment training: Directorate General of Resettlement facilitates training programmes for Ex-Servicemen (ESM) only to prepare them to take on new assignments/jobs and assisting ESM in finding new employment. No such plan is under consideration for providing pre recruitment training to the children of ESM.
- Old age home: No such plan is under consideration to establish old age home for ESM.
(c): No proposal has been received from the Government of Maharashtra. (d): No such proposal is pending.
(e): Does not arise.

2. Modified Scooter Grant. Rupees 1,00,000/- is provided to those ESM, who are disabled after service with a disability of 50% or more and who are not covered under the scheme of AG’s Branch of IHQ (Army, Navy & Air Force).
3. Serious diseases Grant from AFFD Fund to Non Pensioners ESM of all Ranks :-
(a) | Serious Diseases as listed below: – Angioplasty, Angiography, CABG, Open Heart Surgery, Valve Replacement, Pacemaker Implant, Renal Implant, Prostate Surgery, Joint Replacement and Cerebral Stoke. Other Diseases: Where more than Rs. 1.00 Lac has been spent on treatment | 75% and 90% of total expenditure to Officer and Personnel Below Officer Rank (PBOR) respectively Upto Rs. 1.25 Lac (max) |
(b) | Dialysis and Cancer treatment (For Non- Pensioners ESM of all ranks) | 75% and 90% of total expenditure to Officer and PBOR, respectively Upto a max of Rs. 75,000/- per FYonly. |
4. Subsidy on Home Loan on Rs 1,00.000/-(Max):Kendriya Sainik Board reimburses 50% of interest by way of subsidy on home loan from Bank/Public Sector institutions for construction of house to war bereaved, war disabled and attributable peace time casualties.
5. Prime Minister’s Scholarship Scheme: For financially supporting degree level professional education for the wards of War widows (all ranks) and ESM (PBOR) including ex Coast Guard personnel. Total 5500 scholarships are provided to eligible wards based on merit for the entire duration of the courses. Priority is given to the wards of War widows/War disabled Soldiers. The rates of Scholarship are as follows: –
(a) Rs. 2500/- per month for boys.
(b) Rs. 3000/- per month for girls.
6. Financial support to institutions involved in rehabilitation of ESM :-

7. Reservation of seats in Medical/Dental Colleges for wards of Defence Personnel as Government of India Nominee. A total of 42 MBBS seats and 3 seats in BDS courses are allotted by Ministry of Health& Family Welfare to KSB for wards of defence personnel as a Government of India nominee.
DETAILS OF VARIOUS RESETTLEMENTSCHEMES IMPLEMENTED BY DIRECTORATE GENERAL RESETTLEMENT (DGR)
a) Upgrading their skills by imparting necessary training to prepare them to take on new assignments/jobs and assisting ESM in finding re-employment.
b) Constant endeavour to provide employment opportunities in Government/Quasi Government/Public Sector Organizations.
c) Pro-active action to facilitate re-employment of ESM in the Corporate Sector.
d) Providing Jobs through the following Schemes for self-employment.
- Placement Assistance through on-line registration at DGR.
- DGR Sponsored Security Agency Scheme
- ESM Coal Loading and Transportation Scheme.
- Coal Tipper Attachment Scheme.
- Tipper Attachment Scheme for Widows and Disabled Soldiers.
- Management of IGL/ MNGL CNG Stations by ESM in NCR/Pune.
- Management of Company Owned Company Operated Retail Outlets.
- Issue of DGR Eligibility Certificate for Allotment of LPG/Retail Outlet (Petrol/Diesel) Distributorship advertised by Oil Marketing Companies against 8% Reservation Quota.
- Allotment of Mother Dairy Milk Booths and Fruit & Vegetable (Safal) Shops in NCR.
- DGR Technical Service Scheme.
- Resettlement Training/ Skill Development Courses.

क्या रक्षा मंत्री यह बताने की कृपा करेंगे कि :
(क) देश में भूतपूर्व सैनिकों, उनकी विधवाओं और उनके बच्चों के कल्याण के लिए कार्यान्वित की जा रही योजनाओं का महाराष्ट्र सहित राज्य/संघ राज्यक्षेत्र-वार ब्यौरा क्या है;
(ख). क्या सरकार की महाराष्ट्र के उस्मानाबाद जिले सहित विभिन्न राज्यों में भूतपूर्व सैनिकों की विधवाओं के कल्याण हेतु सीएसडी कैंटीन, बच्चों के लिए आवासीय सुविधाओं, भूतपूर्व सैनिक अंशदायी स्वास्थ्य योजना (ईसीएचएस) और भूतपूर्व सैनिकों के बच्चों के लिए भर्ती-पूर्व प्रशिक्षण केन्द्र तथा इन सैनिकों हेतु वृद्धाश्रमों की स्थापना करने की कोई योजना है, यदि हां, तो तत्संबंधी ब्यौरा क्या है;
(ग) क्या महाराष्ट्र सरकार ने इस संबंध में केन्द्र सरकार को प्रस्ताव भेजे हैं, यदि हां, तो तत्संबंधी ब्यौरा और स्थिति क्या है;
(घ) क्या उस्मानाबाद सहित महाराष्ट्र के विभिन्न जिलों में भूतपूर्व सैनिक अंशदायी स्वास्थ्य योजना (ईसीएचएस) के तहत अस्पतालों की स्थापना के लिए भूमि के हस्तांतरण संबंधी प्रस्ताव केन्द्र सरकार के पास अनुमोदन के लिए लंबित हैं, यदि हां, तो तत्संबंधी ब्यौरा क्या है; और
(ङ) उक्त प्रयोजन के लिए आबंटित धनराशि का ब्यौरा क्या है और ऐसे जिलों मे अस्पताल कब तक निर्मित
किए जाने की संभावना है?

(क) भूतपूर्व सैनिकों, उनकी विधवाओं एवं बच्चों के कल्याण के लिए महाराष्ट्र सहित देश में क्रमश: केन्द्रीय सैनिक बोर्ड और पुनर्वास महानिदेशालय द्वारा कार्यान्वित की जा रही कल्याण एवं पुनर्वास योजनाओं का ब्यौरा अनुबंध पर दिया है।
(ख) उठाए गए मुद्दों के लिए मदवार उत्तर निम्नलिखित है:
- सीएसडी कैंटीन: सीएसडी लाभार्थियों की संख्या, वित्तीय व्यवहार्यता और मौजूदा यूआरसी से निकटता के आधार पर स्थानीय सैन्य प्राधिकरणों द्वारा सेवारत और सेवानिवृत्त सीएसडी लाभार्थियों के कल्याण के लिए यूनिट संचालित कैंटिनों (यूआरसी) की स्थापना की गई है। सम्पूर्ण देश में लगभग 3500 यूआरसी हैं। वर्तमान में महाराष्ट्र में नई यूआरसी खोलने के लिए कोई प्रस्ताव प्राप्त नही हुआ है।
- बच्चों के लिए आवासीय सुविधाएं: भूतपूर्व सैनिकों के बच्चों के लिए आवासीय सुविधाओं की स्थापना के लिए कोई योजना नहीं है।
- नई ईसीएचएस: विभिन्न पाली क्लिनिकों पर ईएसएम की निर्भरता के साथ नए पालिक्लिनिक खोलने की आवश्यकता की नए पालिक्लिनिक खोलने अथवा मौजूदा पालिक्लिनिकों के उन्नयन/डाउनग्रेडिंग के लिए समय-समय पर समीक्षा की जाती है। महाराष्ट्र राज्य में कुल 29 ईसी एचएस पालिक्लिनिक कार्य कर रहे हैं जिसमें से एक टाइप डी पालिक्लिनिक उस्मानाबाद में पहले से ही कार्यरत है। महाराष्ट्र में नया पालिक्लिनिक खोलने के लिए कोई निर्णय नहीं लिया गया है।
- भर्ती पूर्व प्रशिक्षण: पुनर्वास महानिदेशालय भूतपूर्व सैनिकों (ईसीएम) के लिए भर्ती कार्यक्रमों की सुविधा प्रदान करता है जिसका उद्देश्य नई नियुक्ति/रोजगार के लिए उन्हें तैयार करना और नए रोजगार प्राप्त करने में ईएसएम को सहायता प्रदान करना है। ईएसडब्ल्य के बच्चों को भर्ती पूर्व प्रशिक्षण प्रदान करने के लिए कोई योजना विचाराधीन नहीं है।
- वृद्धावस्था आवास: ईएसडब्ल्यू के लिए वृद्धावस्था आवास स्थापित करने के लिए इस प्रकार का कोई प्रस्ताव विचाराधीन नहीं है।
(ग) महाराष्ट्र सरकार से कोई प्रस्ताव प्राप्त नहीं हुआ है।
(घ) इस प्रकार का कोई प्रस्ताव लंबित नहीं है।
(ङ) प्रश्न नहीं उठता।
