BENEFITS UNDER UNIFIED PENSION SCHEME

(a) the total number of retired Central Government subscribers eligible to receive additional benefits under the Unified Pension Scheme;

(b) the number of claims received and processed so far since the introduction of the scheme;

(c) whether the Government proposes to extend such benefits to other pension schemes or sectors in the near future and if so, the details thereof;

(d) whether the Government is contemplating to amend the UPS to make it more employees’ friendly; and

(e) if so, the details thereof?

STATEMENT OF LOK SABHA STARRED QUESTION NO. †*111 REGARDING “BENEFITS UNDER UNIFIED PENSION SCHEME” RAISED BY SHRI KANWAR SINGH TANWAR, AND DR. SANJAY JAISWAL, ANSWERED ON 28.07.2025.

(a) As per eligibility criteria, there are 25,756 retired Central Government subscribers eligible to receive additional benefits under UPS. These eligible subscribers are those Central Government employees who have either superannuated or deceased or retired under Fundamental Rules 56(j), on or before 31st March 2025, after completing ten years or more of qualifying service and were covered under National Pension System (NPS).

(b) As on 20th July, 2025, 7,253 claims have been received and out of which 4,978 claims have been processed for payment of benefits under UPS.

(c) UPS has been introduced as an option under National Pension System (NPS) for the employees of Central Government who are covered under the NPS. There is no proposal under consideration to extend such benefits to other pension schemes or sectors.

(d) & (e) Based on the representations from employees and associations, the cut-off date to opt for UPS was extended for a period of three months upto 30th September, 2025. The Government has extended the benefit of ‘Retirement gratuity and Death gratuity’ under the provisions of the Central Civil Service (Payment of Gratuity under National Pension System) Rules, 2021 to the Central Government employees covered by UPS. Further, the Government employees who opt for UPS under NPS shall also be eligible for option for availing benefits under the CCS (Pension) Rules, 2021 or the CCS (Extraordinary Pension) Rules, 2023, in the event of death of the Government servant during service or his discharge on the ground of invalidation or disablement. The Government has also extended tax benefits to UPS as are available to NPS under the Income Tax Act, 1961.

क्या वित्त मंत्री यह बताने की कृपा करेंगे किः

(क) एकीकृत पेंशन योजना के अंतर्गत अतिरिक्त लाभ प्राप्त करने हेतु केंद्र सरकार के सेवानिवृत्त कुल कितने पात्र अभिदाता हैं;

(ख) इस योजना की शुरुआत से अब तक कितने दावे प्राप्त हुए हैं और कितने दावों के संबंध में कार्रवाई आरंभ की गई है;

(ग) क्या सरकार का निकट भविष्य में अन्य पेंशन योजनाओं या क्षेत्रों में भी ऐसे लाभ प्रदान करने का विचार है और यदि हां, तो तत्संबंधी ब्यौरा क्या है;

(घ) क्या सरकार उक्त योजना को और अधिक कर्मचारी-हितैषी बनाने के लिए इसमें संशोधन करने पर विचार कर रही है; और

(ङ) यदि हां, तो तत्संबंधी ब्यौरा क्या है?

“एकीकृत पेंशन योजना के अंतर्गत लाभ” के संबंध में श्री कंवर सिंह तंवर और डॉ. संजय जायसवाल द्वारा पूछे गए दिनांक 28.7.2025 के लोक सभा तारांकित प्रश्न संख्या *111 के भाग (क) से (ङ) के उत्तर में उल्लिखित विवरण

(क) पात्रता मानदण्डों के अनुसार, एकीकृत पेंशन योजना (यूपीएस) के अंतर्गत केन्द्र सरकार के 25,756 सेवानिवृत्त अभिदाता अतिरिक्त लाभ प्राप्त करने के पात्र हैं। ये पात्र अभिदाता केंद्र सरकार के वे कर्मचारी हैं जिन्होंने दस साल या उससे अधिक की अर्हक सेवा पूरी करने के बाद 31 मार्च 2025 को या उससे पहले अधिवर्षिता प्राप्त की है या मृत हुए है या मौलिक नियम 56 (ज) के तहत सेवानिवृत्त हुए हैं और राष्ट्रीय पेंशन प्रणाली (एनपीएस) के अंतर्गत कवर किए गए थे।

(ख) 20 जुलाई, 2025 तक, 7,253 दावे प्राप्त हुए हैं और जिनमें से 4,978 दावों पर यूपीएस के तहत लाभों के भुगतान के लिए कार्रवाई की गई है।

(ग) यूपीएस को राष्ट्रीय पेंशन प्रणाली (एनपीएस) के अंतर्गत एक विकल्प के रूप में केंद्र सरकार के उन कर्मचारियों के लिए शुरु किया गया है जो एनपीएस के अधीन कवर हैं। अन्य पेंशन योजनाओं अथवा सेक्‍टर्स को ऐसे लाभ प्रदान करने का कोई प्रस्ताव विचाराधीन नहीं है।

(घ) और (ङ) कर्मचारियों और एसोसिएशन से प्राप्त अभ्यावेदनों के आधार पर, यूपीएस का विकल्प चुनने की निर्दिष्ट (कट-ऑफ) तारीख को तीन महीने की अवधि तक बढ़ाकर 30 सितंबर, 2025 कर दिया गया था। सरकार ने यूपीएस द्वारा कवर किए गए केंद्र सरकार के कर्मचारियों को केंद्रीय सिविल सेवा (राष्ट्रीय पेंशन प्रणाली के अंतर्गत ग्रेच्युटी का भुगतान) नियम, 2021 के प्रावधानों के अधीन ‘सेवानिवृत्ति ग्रेच्युटी और मृत्यु ग्रेच्युटी’ का लाभ दिया है। इसके अलावा, केंद्र सरकार के कर्मचारी जो एनपीएस के अंतर्गत यूपीएस का विकल्प चुनते हैं, वे सीसीएस (पेंशन) नियम, 2021 या सीसीएस (असाधारण पेंशन) नियम, 2023 के अधीन सेवा के दौरान सरकारी कर्मचारी की मृत्यु या अशक्तता या दिव्यांगता के आधार पर डिसचार्ज की स्थिति में लाभ प्राप्त करने के विकल्प के पात्र होंगे। केंद्र सरकार ने यूपीएस के लाभार्थियों को आयकर अधिनियम, 1961 के अंतर्गत एनपीएस लाभार्थियों को यथा-उपलब्ध कर लाभ भी प्रदान किया है।
