One way out

One way out : Notional pay fr implementation 7PC para10.1.67 may be determined on the basis of stage of pay in the grade indicated in PPO i.e. LPD. Example: An employee in IV CPC scale Rs 3000 - 4500 retired at LPD Rs 4000 , fixed at Rs11300/ Vth cpc scale of RS 10000-15200. Gets fixed in 6th CPC PB3 15600-39100 GP 6600/ at 11300x1.86 + 6600 GP= Rs 27618 his/her notional pay will work out to be 27618x2.67 =Rs 73740 = Rs 74000 in pay matrix level 11.

As  PPOs of all pre 1986 pensioners stand updated in compliance with 5th CPC recommendation vide their Para 137.14 and the Govt decision there on:
The pension of all the pre-1986 retirees may be updated by notional fixation of their pay as on 1.1.1986 by adopting the same formula as for the serving employees. Thereafter, all the past pensioners who have been brought on the Fourth CPC pay scales by notional fixation of their pay and those who have retired on or after 1.1.1986 can be treated alike regarding consolidation of their pension as on 1.1.1996 by allowing the same fitment weightage as may be allowed to the serving employees. However, the consolidated revised pay of the post held by the pensioner at the time of retirement. (137.14)
Govt Decision:
Accepted to the extent that pension of all pre 1.1.96 retires including pre-86 retires shall be consolidated as on 1.1.1996 as recommended, but the consolidated pension shall be brought on to the level of 50% of the minimum of the revised pay of the post held by the pensioner at the time of retirement.  No 45/86/97-P&PW(A) Part-II date 27.10.99 45/10/98-P&PW(A) date 17.12.98
Finding LPD may not be a problem. However, in case  in any PPO LPD is not indicated it can be determined through Family pension which is 30% of LPD.
