MONTHLY BULLETIN – SEPTEMBER 2013
DA/DR with effect from 1.7.2013: As reported in our previous months’ bulletins, additional installment of DA/DR due w.e.f., 1.7.2013 for central government employees/pensioners is 10%.  Government of India’s orders sanctioning the same are expected shortly.  We also hope that the government will take an early decision on 50% DA/DR merger or some other equivalent benefit to provide the much needed relief to central government employees as well as pensioners

23rdSCOVA Meeting: The 23rd SCOVA meeting will take place at New Delhi on 20.9.2013.  Bharat Pensioners Samaj is a non-rotating member of SCOVA.  We hope that this meeting will bring some positive results to the central government pensioners in the country.

58th AGM of BPS at Hyderabad on 17.11.2013: We have been getting encouraging response to our appeal for donations to the 58th Annual General Meeting and Conference of BPS at Hyderabad (Keyes High School, Secunderabad) on 17.11.2013.  Further to the donations reported in our earlier months’ bulletins, the following donations have been received.

Donations are still coming and we thank one and all for the support being extended to the above conference which will, no doubt, blaze a new trail in the history of central government pensioners’ movement in the country.  We are glad to note that central government pensioners across the country have been increasingly realizing that it is a historic necessity to strengthen Bharat Pensioners Samaj for furthering their cause.  Associations of EPS – 95, several state governments and public sector undertakings have been coming forward to join hands with BPS for forging a broad national front.

Members of BPS 80 years of age and above will be honored in the above meeting under ‘PLATINUM AGE BROTHERHOOD 2013’.  Similarly members of CGPF and other affiliated associations of BPS in AP who are 80 years of age and above will also be honored in the conference.

Payment of pension to the central government pensioners, continuation of either or survival pension account after death of pensioner: In case the spouse (family pensioner) opts for existing joint account for credit of family pension, banks should not insist on opening of a new account when the spouse is the survivor and having a joint account with the pensioner and in whose favour an authorization for payment of family pension exists in the pension payment order (PPO).  (Reserve Bank of India’s letter No. Ref.DGBA.GAD No.H-7386/45.01.001/2012-13 dt. 3.6.2013 to the Chairman/Managing Director, State Bank of India and others).

Pension payments to Central/State government pensioners by Agency Banks – compensation for delay:‘It has now been decided to delink the penal interest levied for delayed credit of pension/revised pension/arrears, from the bank rate plus 2%, and charge a fixed interest rate of 8% on such delays.  This rate will be subject to review by RBI as considered appropriate (RBI Letter No.DGBA.GAD. No. H-6760/45.01.001/2011-12 dt. 13.4.2012 addressed to Chairman/MD, SBI & others).

Meeting of Advisory Committee of Users for Web based Pensioners Portal under National e-governance plan (NeGP) held at New Delhi on 18.6.2013 under the Chairmanship of Secretary (Pension, AR&PG): Bharat Pensioners Samaj urged in the above meeting that the Ministry of Railways should also provide necessary information useful for railways pensioners in Frequently Asked Questions (FAQ) Format and Department of Pension and Pensioners’ Welfare should provide necessary link on their websites to enable railway pensioners to access the information through pensioners portal.  Ministry of Railways should also start a dedicated help- line for aggrieved railway pensioners and for knowing the PPO status.  BPS also pointed out that instructions issued by DOP&PW regarding extending all cooperation to the pensioners associations who are helping in the grievances redressal have not percolated through divisions/field levels in railways.  The Ministry of Railways thus need to sensitize their subordinate formations to extend necessary cooperation to identified pensioners’ associations.  (BPS is a member of the above advisory committee)

We regret to report the deaths during the last month of three of our senior members (1) Sri S.R. Pentaiah (93), retired Head Clerk,  Sr. DCM office/SC (2) Janab Shaik  Ismail (89),  retired M/E Driver/BZA and (3) Sri P. Devadanam (77), retired M/E Driver/KZJ. Late Devadanam was a Vice-President of our Forum and rendered yeoman service to the railway pensioners.  As a senior leader of All India Loco Running Staff Association, he was in the forefront of many trade union struggles.  We pay our respectful homage to the departed souls and convey our deep and heartfelt condolences to the members of the bereaved families.
