Sub:- Restoration of commuted portion of pension of Central Government Employees after 12

years of service .

Ref:- Decision taken in the Standing Committee meeting of the National Council-JCM held on

22/09/2022 on Item No. 6/SC/22.

Dear Sir,

The staff side of the National Council-Jcm is repeatedly demanding for restoration of the commuted

portion of pension after 12 years instead of 15 years. Considering the present interest rate and longevity

the Government recover the full amount of the commuted value of pension after 11 years. Therefore it

is not justified on the part of government to continue the recovery even after the period by which the

Government has fully recovered the amount. Recently the Gujarat State Government vide its resolution

daed12/10/2022 (copy enclosed for ready Reference) have issued orders to restore the commuted value

of pension after 13 years under Rule 101 of Gujarat Civil Service (Pension) Rules 2022 for their

employees.

In view of the above there is no justification in prolonging this issue. Therefore it is once again requested

that the Government of India may also consider this demand of the Staff Side and issue order for

restoration of commuted portion of pension after 12 years. As decided in the Standing Committee

Meeting a meeting with the Staff Side may be convened at the earliest at a mutually convenient date to

discuss and settle this long pending demand.
