Subject: Implementation of family pension rules

Sir,

            Bharat Pensioners Samaj on behalf of its members & affiliates  is thankful  to DOP &PW for the family pension rules awareness campaign for elderly. Through video conference, publication of compendiums & through the Social media.

            However, Sir, of what use is all this effort if the family pension rules are not implemented at ground level. Reality in this respect is far from satisfactory. So much so there are cases where it takes years & years & even decades for widows, widowed/unmarried dependent daughters & divorced daughters.

            For example we invite your attention to the painful case of widow Ms Kanchan Goala which took 23yrs to get her final settlement & family pension. We are thankful to Shri  Harjit Singh then Director (PP) who helped us to take the case to its logical end after 23yrs from the death in harness of her husband (Ref :BPS/SG/DOPPW/018/4 dated 08.07.2018 addressed to ) Shri Harjit Singh)

            Sir, even today quite a number of eligible   unmarried dependent/widowed/divorced daughters of late pensioners are waiting for years for the sanction of family pension due to the indifferent attitude of officers/officials in different Ministries & Departments who do not respect the rules framed by DOP&PW. Especially, in the Ministry of Railways/PCDA and DOT/BSNL. We are attaching herewith a representative list of such pending cases with the hope that the Department  headed by you will live up to the purpose it has been constituted & come to the aid to these helpless eligible candidates for family pension who are being harassed & exploited in different ways by the concerned staff.

Smt. Varsha M. Patel Widow daughter of late Shri Manubhai Shakarabhai Patel, Staff No. 6294 was serving in the A.T.D. Ahmedabad as Telephone Supervisor.

He retired on superannuation on 01.04.1990.

Shri Manubhai Shakarabhai Patel, father of Smt. Varshaben M Patel (widowed Daughter), expired on 07.08.2013 at Ahmedabad.

Her father had applied for considering her for family pension as his wife was expired and he was supporting widow daughter.

Family Pension Case pending since Agust. 2013. She submitted her claim after the deathof his father who had included her as dependent in his family declaration while in sevice

Gujarat Telecom Circle,

Ahmedabad-380001.

Self declaration of income not accepted .Then She submitted Affidavit Signed by Magistrate declaring that her income is Nil. She also  submitted income certificate from

Ahmedabad Municipal Comparator showing her income as NIL.

She has replied to all queries and got documents countersigned by competent Authority wherever required.

The Govt. of Gujarat has issued GR to all Collectors not to issue Income Certificate to any person having income less than Rs1,50,000/. As such revenue authorities are not issuing income certificate to persons having income less than Rs 1,50000/
