CASHLESS TREATMENT SCHEME IN EMERGENCY (CTSE) FOR RETIRED RAILWAY EMPLOYEES IN EMPANELLED PRIVATE HOSPITALS
As per the directives of the Railway Board, Southern Railway has formed a separate cell for Cashless Treatment Scheme in Emergency (CTSE) for Retired Railway Employees at the Southern Railway Headquarters at Chennai. The CTSE Cell in the Staff Facilitation Centre located at the Ground Floor of the Southern Railway Headquarters will start functioning from 2nd January 2019. The CTSE Cell for Retired Railway Employees will be manned by Welfare Inspectors from 10.00 hrs to 17.00 hrs on all working days. All the Retired Railway Pensioners and Railway Family Pensioners may contact the CTSE Cell for any guidance and clarification regarding the CTSE Scheme either in person or through cell number 9940550649.
A large number of retired beneficiaries live in the newly- developed suburbs of various cities. These parts of the city are often far away from the established railway health institutions. In emergency situations, precious time is lost in travel.  To overcome this problem, Railway Board has decided to roll out a "Cashless treatment scheme in empanelled hospitals for retired employees and their dependent family members in emergency situations" (CTSE), in order to provide immediate care to retired employees in an emergency. This CTSE facility will be utilised in empanelled hospitals for retired employees and their dependent family members. The Cashless Treatment Scheme in Emergency (CTSE) aims to provide comprehensive health care facilities to its beneficiaries through in-house health institutions, supplementing with referrals to recognised and empanelled hospitals wherever necessary. The CTSE beneficiaries include retired employees and their dependent family members. A web-based system of communication between private hospitals and railway authorities has been developed wherein the identity of the beneficiary shall be established beyond doubt using biometrics, and eligibility shall be determined using Railway Data Base. The emergency shall be verified by a Railway Medical Officer based on the private hospital’s clinical report. This scheme shall provide help to retired railway employees at the time of need. The empanelled hospital shall give necessary treatment in such emergencies as defined in the Agreement between Railways and the Hospital, and raise the bill directly to Railway authorities; provided the identity and eligibility of the patient is established as CTSE beneficiary and emergency is certified by designated Railway Medical Authority (RMA).
