Subject: A request to allot fund for fixed medical allowance/outdoor and indoor medical bills for BSNL Pensioners.

Respected Sir,

1. We are thankful to corporate office for considering long pending demand for medical payment for medical allowance/outdoor and indoor medical bills for BSNL Pensioners and releasing funds; which has given relief to the pensioners in the time of their distress and a ray of hope for future payments.

2. Now, majority of the BSNL Pensioners have already switched over to the C.G.H.S. which has provided financial relief to the Corporate Office and relieved from its future liability towards medical expenditure.

3. Many of the remaining pensioners are also willing to switch over to C.G.H.S. but could not do so for want of sufficient fund with them.

4. We have time and again suggested finding out solution to the issue by inviting their option from BSNL Pensioners and like SAMPANN SYSTEM; and company should effect payment directly to the CGHS and transfer their data to CGHS for issuing their medical cards in segments as per its financial viability.

5. This will reduce agony of the Pensioner to approach SSA, apply for cancellation of his Medical Facility, surrender his BSNL Medical Card, to obtain certificate, to approach the office of CCA to get certificate of last pay drawn, to pay his subscription on line, approach CGHS Office, to apply for refund of subscription paid by him and to wait anxiously for refund of the same amount by SSA.

6. In our proposed system, Corporate Office can introduce on line system to seek options from BSNL Pensioners to avoid present cumbersome procedure for their visit to BSNL Office; exercising his option for reverting to C.G.H.S.

7. We have been informed by our activists that after 31st March, 2023 no fund is released towards the payment of medical allowance/outdoor and indoor medical bills for BSNL Pensioners.We therefore request your office

A) To release fund for payment of pending medical allowance/outdoor and indoor medical bills for BSNL Pensioners.

B) To effect quarterly payment of fixed medical allowance on regular measure as the fiscal condition of the company is now comfortable. To issue clarification – till our request for directly switching over to C.G.H.S.as considered – that those who want to switch over to C.G.H.S. can apply and will get timely payment. This is required as confusion prevail in the field regarding continuance of the scheme.

C) To introduce on line system for revalidation of BSNL MRS Medical card as we are in receipt of numerous complaints from our members that they have to run from pillar to post and many has to return as responsible officer nominated to sign is not available.

D) To provide new Medical Identity Cards to all the Pensioners whose cards were issued more than a decade and there is no space to write their renewal.

E) To allot fund for clearance of indoor cases of Kovid-19 cases; which were piled up for want of required clarification.
