session of World conference Against Atom
and Hydrogen Bombs .
The 2013 World conference Against Atom and Hydrogen Bombs was held at Hiroshima and Nagasaki in Japan from 3rd August to 10th August 2013. Conference was organized by the GENSUIKYO. The opening session Chaired by J. Narayana Rao, BPS V.P(WZ)& Dir. Global Network against Weapons and Nuclear Power in Space India was attended by representatives from 26 Countries along with 200 delegates from Japan.
The declaration adopted in
the International meeting reflects the world wide urge for banning Nuclear
Weapons once& forever. The resolution adopted calls to start of
negotiations on a Nuclear Weapons Convention, in line with the decision by the
International Court of Justice which the peace movement of the World also
demands and now commands support of 135 Governments representing over 70% of
all U.N member States. The resolution criticizes the “Policy of Nuclear
deterrence aimed to threaten adversaries with nuclear weapons, contravenes the
basic principle of the U.N. Charter, which stands for the solution of internal
conflicts by diplomatic means as opposed to the use of force”.

Distinguished
ladies and Gentlemen,
We have gathered here once again to take stock of our resolve to ensure
a World Without Nuclear Weapons for which the mankind is hoping and dreaming
for decades.This is a mini UNO Conference of people working for Abolition of
Nuclear Weapons from different Countries.
The GENSUIKYO deserves our gratitude and complements for its untiring efforts
for organizing this Conference every year.I
salute the people of Japan in General and the GENSUIKYO in particular for their
sacrifices for organizing this conference.
Even before the NPT of the UNO was adopted in
1968,several peace loving noble people including Mahatma Gandhi the apostle of
peace and Non violence,Betrand Russel,Albert Einstein, Frederic Joliot Curie,Picasso and others spoke, against
Nuclear Weapons, after the dastardly, inhuman and diabolical act of mass
slaughter of the people of Hiroshima and Nagasaki, in August 1945 by the United
States of America.
On this occasion I would like to recall the statement of Mahatma Gandhi
made after the Hiroshima devastation, he says that “ So far as I can see the
atomic bomb has deadened the finest feeling that sustained mankind for
ages.There used to be the so- called laws of war which made it tolerable. Now
we know the naked truth.War knows no law except that of might.The atom Bomb brought
an empty victory to the allied forces but it resulted for the time being in
destroying the soul of Japan.What has happened to the soul of the destroying
nation is yet too early to see”. There
is no hope yet.Even after killing lakhs of people the killer nation has not
even apologized to the people of Japan till now.He even regarded the use of
Atom Bomb for the wholesale destruction of men,women and children as the most
diabolical use of science. As Gandhi said that the soul of Japan was destroyed ,for
the time being only.The people of Japan with their dedication, determination
and hard work pulled out a shattered
country into a developed Country.
While proposing a Programme of action for abolition of Nuclear
Weapons in UN General Assembly on 9.6.1988 Late Rajiv Gandhi former Prime
Minister of India said that “Nuclear war will not mean the death of a hundred
million people or even a thousand million people.It will mean the extinction of
four thousand million. The end of life as we know it on our planet Earth”.On
deterrence he said that “There is a
further problem with deterrence. The doctrine is based on the assumption
that international relations are frozen
on permanently hostile basis. Deterrence needs an enemy, even if one has
to be invented.Nuclear deterrence is the ultimate expression of the philosophy
of terrorism, holding humanity hostage to the presumed security needs of a
few”. How correct he was.US always discovering some justification for avoding
Nuclear Disarmament.First it was communism,then Rogue States and now it is Terrorism.
Rajiv Gandhi realized 25 years back that that the Nuclear Weapons and
weaponisation of Space are complimentary to each other.He said that “ We must
expand international cooperation in the peaceful use of outer space.The
essential prerequisite for this is the outer space be kept free of all weapons.
Instead, there are plans of developing, testing and deploying a Space Weapons
system. The nuclear arms race cannot be ended and reversed without a moratorium
on such activity. It should be followed by an agreement to forestall the
militarization of outer space. This is also an indispensable condition for
attaining the goal of comprehensive global security based on a nonviolent world
order free of nuclear weapons”.
In
India while Gandhi condemned use of nuclear weapons, Nehru the first Prime
Minister of India disapproved Nuclear Weapons,Prime Minister Indira Gandhi
while being responsible for conducting nuclear test for the first time in India,
declared that India had no intention of producing Nuclear Weapons and that test
was only for peaceful purposes.Unfortunately India became a Nuclear Weapon State when the NDA
Government headed by Atal Bihari Vajpaye, Nuclear weapons were tested in May 1998.This has
blunted the edge of India’s campaign against Nuclear Weapons.
Nuclear Weapons are not required for countries to wage wars against each
other.Even Nazi Germany was defeated without using Nuclear Weapons.When Red
Army of the USSR captured Reichstag Hitler had to commit suicide.Nuclear
Weapons are only useful to destroy life, environment and ecology on earth.A few
countries are terrorizing mankind with Nuclear Weapons.The Hans Blix Commission
has rightly characterized these Weapons as “Weapons of Terror”
Mankind cannot forget the
horror and destruction of Hiroshima and Nagasaki.what crime the innocent people
of Hiroshima and Nagasaki committed for being killed due to radiation,heat and
blast.The continued suffering of “Hibakushawas” and the Peace Museum is a reminder to us what
is going to happen if nuclear weapons are used once again. Let us resolve to
ensure that this does not happen once again.No more “Hibakushwa’ and No
More “Hiroshima”
The Global Peace movement is having it’s impact. It has made even US
resident Barack Obma to concede that “ as a nuclear power, as the only nuclear
power to have used a nuclear weapon, the United States has a moral
responsibility to act.We cannot succeed in this endeavor alone, but we can lead
it,we can start it”.But his leadership is not getting manifested in
action. This statement appears to be hypocritical. While making a
commitment for abolition of Nuclear Weapons
he is acting against it.During the next decade 213 Billion USD is going to be
spent to upgrade the Nuclear Weapons in addition to 60 Billion annual
expenditure on these weapons, by the Government of USA.Even his Noble Peace
Prize acceptance speech does’t indicate any change in the US foreign policy.
Nuclear Weapons are draining the resources of the Countries.According to
Ben Cramer of the IPB,the Daily Spending on Nuclear Weapons by the Nuclear
Nations during 2007-2008 was per day(USD)
USA-145,000,000,Russia-18,000,000,China-12,400,000,France-12,300,000,UK-10,000,000,India-8,400,000,Pakistan-3,000,000,Israel-4,200,000.The
annual expenditure by the 8 Nuclear Nations is more than 100 Billion USD every
year.What a colossal waste of money. This huge money deprives adequate spending
on education, health care, ,nutrion,
protection of environment ,increase in food supply,living standard of
the common people etc. This huge spending has definitely affected the lives of
the people resulting in occupy Wall Street Movement in US, suicide deaths of
farmers in India,workers coming on the streets in several European countries.
There are as many 10 Treaties on the reduction of the danger of Nuclear Weapons.
But the most important one is the NPT which was adopted in the year 1968.Even
after 46 years why it is not being implemented. Why no progress is taking place
in the review conferences. Which are the countries,what cultural values,what
political and economic systems are coming in the way of ensuring a world Free
of Nuclear weapons. Why the only country which used the Nuclear Weapons is not
respecting the will of the global population to end the nuclear menace. Why the
advisory opinion of the International Court of Justice that “there exists an
obligation to pursue in good faith and bring to a conclusion, negotiations
leading to nuclear disarmament in all its aspects under strict and affective
international control “ is not heeded upon.
The movement against nuclear
Weapons now has grown
tremendously.IPB,WPC,WILPF,IPPNW,ILANA, Pugwash Confrence,GENSUIKYO,Global
Network Against Weapons and Nuclear Power in Space and a host of other National
movements in different Countries are very actively campaigning.Even the
Secretary General of the UNO has joined our ranks with his 5 point programme
for Nuclear Disarmament by 2020.
Let us recall the advice of the
Russel-Einstein declaration that “there lies before us, we choose continued progress in happiness,
knowledge and wisdom. Shall we instead, choose death,because we cannot forget
our quarrels? We appeal as human beings to human beings: Remember your humanity,
and forget the rest.If you can do so,the way lies open to a new Paradise; if
you cannot,there lies before you the risk of universal death”.Let us make this
statement to reverberate.
The NPT Review Conference in 2010 ignited a positive outcome when it
agreed on achieving peace and security of a world without nuclear weapons.Let
us start a massive signature campaign to the UNO supporting the UN Secretary General’s 5 point
programme , the commitment made by President Barack Obama in Prague on April
5,2009 and the final declaration which we will adopt in this Conference and
submit it to the Offices of the UNO in every Country on the same day before the
next year NPT Review Conference.
