The Need for Pay & Pension Reforms-A presentation by BPS

Image
The Need for Pay & Pension Reforms 1. The 10-Year Cycle & the Squeeze on Real Pay/Pension Pay Commissions are constituted once every decade, compelling the government to implement significant salary and pension increases because Dearness Allowance (DA) and Dearness Relief (DR) adjustments fail to keep pace with real inflation. Over time, employees and pensioners experience a decline in real income, necessitating a large revision to restore their financial standing. 2. Addressing Systemic Pay and Pension Disparities 2.1 Disparity in Pay Bands Between J.A. and Selection Grade Officers Background and Issues The introduction of the Pay Band (PB) system by the 6th Central Pay Commission (CPC) marked a significant structural shift in central government pay scales. However, this change inadvertently created an unjustified pay gap between Selection Grade and J.A. Grade officers. The 7th CPC further institutionalized this disparity through the Pay Matrix system, leadin...

Pay & Pension Hike Will Not Harm Government Finances – It’s a Necessity, Not a Burden! Honoring Public Servants, Strengthening the Nation. Respected dignitaries, esteemed colleagues, and my dear friends, Today, I stand before you not just to talk about salaries and pensions, but to emphasize the value of the dedicated individuals who run this great nation—our government employees and pensioners. pause .These are the people who build our policies, ensure smooth administration, and dedicate their lives to public service. And yet, when the question of fair pay and pensions arises, it is met with resistance and misplaced fears about economic instability. Let me be very clear—A well-structured pay and pension hike does not threaten our economy. On the contrary, it strengthens it. Debunking the Myth: Pay & Pension Hikes Will Weaken the Exchequer. Time and again, we hear concerns that increasing government salaries and pensions will widen the fiscal deficit, draining r...

A Call to reform wage fixation

Reforming Wage Fixation: A Call for Modernization

Image
Reforming Wage Fixation: A Call for Modernization The Aykroyd formula , used for wage fixation in India, is outdated, gender bias, smells of colonial mindset, violates constitutional provisions and fails to consider modern expenses like digital needs, healthcare inflation, and occupational energy demands. The widening minimum-to-maximum wage ratio (1:13.85 vs. 1:8 pre-1996) further deepens inequality, contradicting constitutional principles of justice, equality, and dignity . 1. Why Wage Reform is Necessary Aykroyd’s 2700 kcal/day model ignores varying job intensities: Job Type Caloric Needs Current Wage Basis Office Work 2400–2700 kcal 1.0x Aykroyd Moderate Work 3000–3500 kcal 1.2–1.4x Aykroyd Heavy Labor 3500–4500 kcal 1.5–1.8x Aykroyd Paramilitary 4000–5000 kcal 1.8–2.0x Aykroyd Combat Soldiers ...

Pay & Pension Hike Will Not Hit Government Finances

Image
Honorable , I stand before you today on behalf of Bharat Pensioners Samaj with a deep concern that affects not just our government employees but the very fabric of our nation’s workforce. For decades, the minimum salary of our lowest-ranked government employees has been determined using an outdated formula—one that fails to recognize modern realities. The Aykroyd formula, used since the 1st Pay Commission, does not reflect today’s Gender equality ,cost of living, education, proper rearing of children to make them strong ,robust, intelligent citizens,   digital access, or the responsibility of supporting dependent parents. It is time for change. Let’s talk about fairness. How can we expect dignity in retirement when salaries themselves fail to provide a dignified life? The government, as the model employer, must ensure its employees earn wages that keep pace with inflation and real market costs. The 7th Pay Commission set a minimum of ₹18,000 based on a 3-unit formula , but i...
