REFERRAL PROCEDURE TO EMPANELLED HOSPITALS FOR ECHS BENEFICIARIES General 1. All ECHS beneficiaries are provided medical cover through a network of Regional Centres and Polyclinics spread across the country and also Polyclinics located at Nepal. To provide Specialized Medical Cover ECHS beneficiaries are referred to Civil Health Care Organisation which have been empanelled by Regional Centres in their respective Area of Responsibility. The specialized Medical Cover is also provided by Military Hospitals and also by Research and Referral (R&R) Hospital located at Delhi to ECHS beneficiaries on being referred by ECHS Polyclinics. 2. There are ECHS Polyclinics which are located with a Military Hospital and have been nominated as Military Polyclinics. A list of 128 Military Polyclinic is given at  Appx ‘A’  attached. Central Government Health Scheme (CGHS) beneficiaries to avail of treatment at hospitals empanelled with the flagship Ayushman Bharat-Pradhan Mantri Jan Arogya--Yojna (AB-PMJAY) Railway hospitals which are under-invested , lack infrastructure, are overcrowded & are short of doctors & paramedical staff are now open to empanelment with AB PM-JAY . Bombay HC says even convicts have right to best medical treatment

Allowing Ex-Journalist Prashant Rahi, serving life sentence on the charge of being a Maoist, to be examined by a gastroenterologist, the Nagpur bench of Bombay HC has observed that “even a convict is entitled to best of the medical treatment”. Rahi (63), who was convicted in 2017 under the Unlawful Activities (Prevention) Act in a case in Maharashtra involving Delhi University professor Sai Baba, is lodged in Amravati central jail. Allegedly a member of the banned CPI (Maoist), he was arrested in 2013 & charged under UAPA. He was the Uttarakhand correspondent of a Delhi-based English daily. His daughter Shikha Rahi had filed a petition saying that her father was suffering from stomach ailments & urgently needed to be treated by a specialist.
