The Prime Minister, Shri Narendra Modi, today chaired his third interaction through PRAGATI - the ICT-based, multi-modal platform for Pro-Active Governance and Timely Implementation. Initiating today's interaction, the Prime Minister expressed satisfaction that PRAGATI was speeding up decision-making processes in vital projects and important areas of governance. He also said that the spirit of problem-solving and swift implementation, which is being generated through the PRAGATI interactions, is gradually spreading to all areas of governance.


In the course of his review today, the Prime Minister reviewed the implementation of key issues pertaining to ex-servicemen. Expressing serious concern at the perceived "atmosphere of indifference" with regard to issues pertaining to ex-servicemen such as delay in pension and retirement benefits, the Prime Minister directed the concerned authorities to pay more attention to their resolution at the earliest.

Reviewing the quality of service under CGHS (Central Government Health Service), the Prime Minister gave clear directions to the concerned departments to resolve pending issues and grievances at the earliest.

The Prime Minister reviewed the progress of key infrastructure and related projects in various states, including Uttar Pradesh, Bihar, Madhya Pradesh, Maharashtra, Gujarat, Haryana, Chhattisgarh, Assam, Arunachal Pradesh, Manipur and Uttarakhand. Projects were reviewed in the sectors of road and rail connectivity, bridges, power transmission lines, coal, atomic energy, and industrial infrastructure. In the course of these reviews, the Prime Minister repeatedly stressed how improved coordination between the Centre and States could help avoid delays and cost overruns in projects.

Shri Narendra Modi also reviewed the implementation of the Prime Minister's special scholarship scheme for students of Jammu and Kashmir.

Reference is invited towards this office circular cited above under which GOI, MOD letter No. 1(9)/2006-D(Pen-C) dated 30.08.2006 regarding grant of disability element in respect of Non- regular officers released in low medical category was circulated. As per para 2 of the ibid Govt. letter, the benefit of service element of disability pension in respect of non-regular officers in aggravation case was allowed only to those who retired on or after the date of issue of the letter i.e. 30.08.2006 and past cases were not to be re-opened.  

The GOI, MOD has now modified para 2 quoted above by issue of letter No. 16(01)/2012-D(Pen/Pol) dated 23.03.2015 (enclosed as Annexure B), and as per provisions contained therein, in the case of aggravation too, service element of disability pension in respect of non- regular officers would be calculated after taking into account the full commissioned service rendered by them as calculated in the case of Regular Commissioned Officers. As such EC/SSC officers in aggravation cases would also be allowed the benefit of revision w.e.f. 30.08.2006 as allowed to attributable cases vide MOD letter dated 30.08.2006. The terminal gratuity already paid has to be refunded as per existing orders.

The Pension disbursing authority will obtain application on enclosed format (enclosed as Annexure C) from affected pensioners in terms of these orders for revision of their service element of disability pension and forward the same to respective Pension Sanctioning Authorities for notification of revised
award.

Will the Minister of EXTERNAL AFFAIRS be pleased to state whether Government is proposing to simplify the process of passport application/procedure in order to make the procedure simplified and user-friendly, if so, the details thereof and if not, the reasons therefor ?
ANSWER
THE MINISTER OF STATE IN THE MINISTRY OF EXTERNAL AFFAIRS [GEN. (DR) V. K. SINGH (RETD)]
The Government has taken the following steps to simplify the procedure for applying for passports:-
i. Passport Seva Project has been implemented which inter alia includes setting up and operationalisation of 77 Passport Seva Kendras (PSKs) acting as extended arms of the 37 Passport Offices across the country.
ii. In the new system, passport seekers log on to the Passport website www.passportindia.gov.in; create their user ID and assign a password; fill & submit the application form online, make payment of passport fees online through debit/credit card or internet banking of State Bank of India (SBI). Applicants can also use the challan option provided on the portal and deposit the fees in SBI branch after generating challan online. Upon confirmation of payment receipt by SBI, applicants are allotted appointment by the System. On the appointed day/slot, the applicants, along with print-out of Appointment Slip, original documents and photocopies, visit the PSK for submission of application. The applicants are given on-line appointment in order to visit the PSK at the appointed hour and date to reduce waiting time at the PSK.
iii. Applicants’ presence at the PSK enables the Passport Issuing Authority to capture their photograph and fingerprints to prevent the incidence of impersonation. The applicants also get full opportunity to see and affirm their personal particulars to be entered in the passport to ensure issuance of error-free passports.
iv. The entire process under PSP is online and streamlined including interface with the Police for verification of personal particulars of applicants and with India Post for tracking delivery of passports.
v. The Electronic Queue Management System at the PSK ensures ‘first-in-first-out’ principle in application processing. The number of public dealing counters have been increased from the erstwhile 350 to 1610 and public dealing hours have gone up from 4 hours to 7 hours a day.
vi. The Passport Portal carries detailed information on the documentation necessary to submit passport application. Advisories are posted on the Portal from time to time and press releases are issued regarding changes in the submission procedure. A National Call Centre facility (1800-258-1800) is available 24 x 7 to respond to queries of citizens besides e-mail based Helpdesk. Facility of issuance of Tatkaal passport, subject to submission of requisite documentation, is available.
vii. As soon as passport is dispatched, SMS alert is sent to the applicant conveying the Passport Dispatch status. A premium optional SMS Service, on nominal payment basis, has also been made available to enable citizens to receive alerts and updates regarding detailed progress of their passport applications and pending actions. The service can be availed from any mobile phone.
viii. There are certain categories of applicants and services for which ‘walk-in’ facility is available.
ix. mPassport Seva mobile app provides passport related information including PSK locator, applicable fees, mode of submission and tracking of passport application status on smart phones.
x. With a view to address the challenge of digital divide, especially in the rural hinterland, the Ministry in association with M/s. CSC e-Governance Services India Ltd. (which is promoted by the Department of Electronics and IT), has facilitated online filing of passport applications, through the vast network of over one lakh Common Service Centres (CSCs) across rural hinterland. The arrangement was firmed up in March 2014.
xi. In order to speed up passport issuance and meet high or seasonal demand for Passports, Passport Melas are organised from time to time on weekends at PSKs by Passport Offices.
xii. In order to provide closer and speedier passport services to people located far away from PSKs, Passport Seva Camps are organized from time to time at various locations in the country.
xiii. Passport Adalats, on need basis, are also conducted by Passport Offices to redress passport service grievances by dealing with citizens directly.
xiv. Simplification of procedure: No police verification is necessary for re-issue cases if there is no change in particulars. Aadhaar Card is accepted as one of the proofs of residence/identity. It has been decided to accept registered rent agreement as proof of address. The system of self-attestation of documents has been introduced replacing the requirement of attestation by gazetted officers. In addition to the photo passbooks issued by Scheduled Public Sector banks, photo passbooks issued by Scheduled private sector Indian banks and Regional Rural banks are also now accepted as proof of address and identity for applying for passports.

EPFO to deduct TDS on PF withdrawals in some cases from June

New Delhi: Retirement fund body EPFO will deduct tax at source from next month on PF withdrawals where accumulations are over Rs 30,000 and the employee has worked less than five years.

"The Finance Act, 2015 (20 of 2015) has inserted a new section 192A regarding the payment of accumulated provident fund balance due to an employee. The provision shall take effect from June 1, 2015," an EPFO circular said today.

"Income Tax shall be deducted at source (TDS)... If at the time of payment of the accumulated PF balance is more than or equal to Rs 30,000 with service less than 5 years," it added.

According to the circular, TDS will be deducted at the rate of 10 percent provided PAN is submitted.

However, in case Form 15G or 15H is submitted by the member, then no TDS shall be deducted. These forms are to declare that their income would not be taxable after receiving payment of their PF accumulations from EPFO.


While Form 15H is submitted by senior citizens (above 60 years of age), Form 15G is submitted by claimants below the age of 60 years.

As per the circular, TDS will be deducted at the maximum marginal rate of 34.608 percent if a member fails to submit PAN or Form 15G or 15H.

However, there are certain exceptions to deduction of TDS by EPFO. TDS shall not be deducted in case of transfer of PF from one account to another PF account.

Besides, it will not attract TDS if the employee is terminated from service due to ill health of member and discontinuation or contraction of business by employer.

EPFO will also not deduct TDS if the employee withdraws PF after a period of five years of continuous service, including service with former employer.

The body will also not deduct TDS where payment is less than Rs 30,000 but the member has rendered service of less than 5 years.

It would also not deduct TDS if the employee withdraws an amount more than or equal to Rs 30,000 with service of less than 5 years but submits Form 15G/15H along with his/her PAN.

The proposal to deduct TDS on PF withdrawals was part of the Finance Bill, 2015.

I am directed to say that incentive structure for Banks to mobilize and register subscriber under Atal Pension Yojana has been under the consideration of PFRDA.

2. In consultation with the Department of Financial Services, Ministry of Finance, it has been decided that for mobilizing each account the Banks will be paid an incentive as per the table below:

3. Banks are advised to contact aggregators for shifting of existing eligible Swavalamban subscribers to APY as per the scheme.

4. Payment of incentives to banks each year will be made after the completion of the financial year on receipt of funds from the government.

Will the Minister of LABOUR AND EMPLOYMENT be pleased to state the action taken in the interest of Provident Fund pensioners with reference to the questions raised vide Report number 147 of the Committee on Petitions presented in the Rajya Sabha on 3rd September, 2013?

The 147th Report of the Committee on Petitions, Rajya Sabha had, inter alia, recommended increasing the Government’s share of contribution to Employees’ Pension Scheme (EPS), 1995 from 1.16 per cent to 8.33 per cent to support the minimum pension level of Rs. 3,000/- per month.

The recommendations of the Committee were examined by the Government and it emerged that if the Government’s share is increased from 1.16 per cent to 8.33 per cent, as recommended by the Committee, it would involve a substantial increase in the financial burden of the Government. It was estimated to involve Rs. 16,417 crore for the year 2013-2014 to implement this recommendation. The EPS, 1995 being a contributory scheme, obligations of all payments are met from the assets of the Fund. The higher level of minimum pension at Rs. 3,000/- is not possible without compromising the financial viability of the Scheme. However, Government vide notification No. GSR 593 (E) dated 19-8-2014 implemented the provision of minimum pension of Rs.1,000/- per month with effect from 01.09.2014 for the financial year 2014-15 by providing budgetary support keeping in view the interest of the most vulnerable sections. The Union Cabinet in its meeting held on 29.04.2015 has approved the continuation of minimum pension of Rs. 1,000/- per month under EPS, 1995 beyond 2014-15 with certain conditionalities.

प्र‎तिवेदन स‎मिति की 147वीं ‎रिपोर्ट में अन्य बातों के साथ-साथ यह ‎सिफा‎रिश की गई थी ‎कि कर्मचारी पेंशन योजना,1995 में ‎सरकार के अंशदान को 1.66% से बढ़ाकर 8.33% ‎किया जाए ता‎कि 3,000/- रुपये प्र‎तिमाह के न्यूनतम पेंशन स्तर तक पहुंचने में सहायता ‎मिल सके। 

स‎मिति की ‎सिफा‎रिशों की सरकार द्वारा जांच की गई और यह तथ्य उजागर हुआ ‎कि य‎दि सरकार के अंशदान को 1.66% से बढ़ाकर 8.33% ‎किया जाता है, जैसा‎कि स‎मिति ने ‎सिफा‎रिश की है, तो इससे सरकार पर काफी अ‎धिक ‎वित्तीय बोझ बढ़ जाएगा। ऐसा अनुमान था ‎कि वर्ष 2013-14 के ‎लिए इस ‎सिफा‎रिश के ‎क्रियान्वयन में 16,417 करोड़ रुपये खर्च होंगे। कर्मचारी पेंशन योजना,1995 जो‎कि एक अंशदायी योजना है, में सभी प्रकार के भुगतानों का दा‎यित्व ‎निधियों की आ‎स्तियों से पूरा ‎किया जाता है। इस योजना की ‎वित्तीय व्यवहार्यता से ‎बिना समझौता ‎किए 3,000/- रुपये प्र‎तिमाह के न्यूनतम पेंशन के उच्चतर स्तर को पाना संभव नहीं है। तथा‎पि, सरकार ने ‎वित्तीय वर्ष 2014-15 के ‎लिए ‎दिनांक 19.8.2014 की अ‎धिसूचना संख्या सां.का.‎नि 593 (अ) के माध्यम से सबसे कमजोर वर्गों के ‎हितों को ध्यान में रखते हुए बजटीय सहायता के माध्यम से 1000/- रुपये की न्यूनतम पेंशन के उपबंध को 01.09.2014 से ‎क्रिया‎न्वित ‎किया है। केन्द्रीय मं‎त्रिमंडल ने अपनी ‎दिनांक 29.04.2015 की बैठक में वर्ष 2014-15 से आगे भी क‎तिपय शर्तों के अध्यधीन कर्मचारी पेंशन योजना,1995 के अंतर्गत प्र‎तिमाह 1000/- रुपये की न्यूनतम पेंशन को जारी रखने के ‎लिए अपना अनुमोदन प्रदान कर ‎दिया है।

Federation desires to invite attention of the Railway Board to the provisions contained in Rule No. 1676 (1) extract of which is reproduced below:-

“A Railway servant suffering from Cancer, Tuberculosis or Polio myelitis who is sent to a hospital referred in Rule 643 RI for treatment on the advice of the authorised Medical Attendant shall be entitled to travelling allowance as for a journey on tour to and from the place of treatment, but no daily allowance shall be admissible for any halts”

As per the above provision Railway employee or a family member of the employee if suffering from Cancer, Tuberculoses or Polio myelitis and sent to Railway Hospital or referred to another Hospital for treatment is entitled for payment of travelling allowance similar to the journey on tour, to and from the place of treatment.

NFIR has noted that the rules, however, do not cover the period of absence during the medical treatment of the Railway employee or member of his/her family. Reports received by the Federation from Zones/Divisions reveal that Railway employees have been facing difficulties in absence of adequate provision as the period spent by the employee is debited against ‘leave due‘ and sometimes leads to 'Nil' balance which causes further hardships as the employees are denied salary due to non- availability of adequate amount of leave in the leave account.

NFIR, therefore requests the Railway Board to make suitable provision in the rules for treating such periods as duty, may be, on production of medical certificate from the authorised medical officer and issue instructions accordingly. This will send a right message among the Railway employees as a positive welfare measure. A copy of the instructions issued may be endorsed to the Federation.

(a) &(b) No Sir, However, Department through a physical network of 1,39,182 rural post offices, 1,795 Franchise Outlets (FOs) and 2,795 Panchayt Sanchar Sewa Kendras (PSSKs) are providing basic postal services to all the villages in the country. In addition to delivery, sale of stamps and stationery is also being offered through postmen/delivery agents, while they are on their regular visits to respective beats. Expansion of postal services by relocation and redeployment is an ongoing activity. This is taken up under Plan Scheme-“Rural Business & Access to Postal Network” subject to fulfillment of certain norms prescribed by the Department for opening of post offices, availability of Plan support and manpower. Postal Circle-wise physical targets for opening of 92 Gramin Dak Sewak Post Offices (GDSPOs) by relocation/redeployment including Gujarat for the current financial year 2015-16 is at Annexure-I.

(c)&(d) Yes Sir, all 25,468 departmental post offices including those in Gujarat have been supplied with computers & peripherals and out of this 24,465 post offices are having e-mail & internet facilities and also have been switched over to the new Wide Area Network as a part of “India Post IT Project 2012”. The remaining 1003 (including 9 post offices in Gujarat) do not have these facilities yet due to technical reasons which are in the process of getting addressed and remaining post offices will be provided with e-mail & internet facilities after solving these issues.
